The International Federation of Red Cross and Red Crescent Societies(The Federation) is the world’s largest humanitarian organisation. The Federation has been working with Bangladesh Red Crescent Society for more than 30 years in humanitarian fields mainly disaster response and management, cyclone preparedness, disaster relief and recovery, community based disaster preparedness, risk reduction and mitigation, etc. The British Red Cross (BRC) works under the auspices of the Federation in Bangladesh in close cooperation with the BDRCS.

The BRC has a long history of working closely with and supporting the Bangladesh Red Crescent Society.  In line with the national society’s strategic plan the BRC have agreed to expand the number of projects over the coming years. On this basis we are seeking to employ a suitably qualified Deputy Programme Manager.
Position:  Deputy Programme Manager
Duration: 1 year (Extendable)

Overall Purpose of the Post
The post of the Deputy Programme Manager is a senior position within our team and is responsible for providing high quality programmatic support to BRC projects in Bangladesh. We are seeking an experienced, knowledgeable individual with sound practical judgement.
Duties and responsibilities
Project design
  • In coordination with BDRCS senior management and BRC team develop project plans that have at their heart beneficiary accountability.
  • Participate in situation assessments being carried out by movement partners in response to major disasters.
Project implementation
  • Manage day to day technical inputs to BDRCS projects maintaining close liaison with BRC Technical Advisors and commissioning external consultants where necessary.
  • Agree with BDRCS and ensure implementation of monitoring frameworks for each project utilising tools such as Intervention Logic, Resilience Frameworks, Beneficiary Accountability Frameworks, Monthly Activity Planning and Reporting, Quarterly Consolidation Reports with narrative.
  • Visit project sites monthly and report on progress, quality of interventions, quality of record keeping and issues arising.
  • Participate on an agreed basis with other PNS project activities.
Relationships
  • Maintain professional relations and respectful with the BDRCS at HQ and Unit level to facilitate smooth partnership at all levels of our organisations.
  • Maintain professional relationships with other movement partners, including IFRC to facilitate effective coordination of project methodologies and associated training activities.
  • Coordinate with relevant Government departments and NGOs in connection with implementation of humanitarian projects.
Finance
  • Contribute to the development of budgets based on defined activities and implementation schedules.
  • Check and agree cash requests against planned activity schedules.
  • Check and contribute narrative explanations to monthly budget variance form.
Representation
  • Make arrangements for visits to project sites for British Red Cross officials, media, local authority, partners and provided information and briefed on project activities and status.
  • In absence of the Programme Manager act as programme focal point in liaison with BRC technical  advisers, IFRC and BDRCS
Qualification and Competencies:
Education and experience:
  • University degree or equivalent
  • Minimum 5years experience in project planning, monitoring and reporting preferably in disaster risk reduction / resilience programming
  • Budget development and management of significant field based projects
  • Representation and liaison within complex partnership contexts
  • Conducting capacity building workshops, training project staff and working with beneficiaries
  • Experience of working with the Red Cross
Skills & abilities:
  • Competence in IT (Word, Excel, Power Point, internet etc.)
  • Good  Bangla and English; spoken and written
  • Commitment to the International Red Cross & Red Crescent Movement
  • Integrity & high standards of personal conduct;
  • Listening skills; Cultural sensitivity; Flexibility & adaptability; Teamwork; Interpersonal skills
  • Ability to inspire others; to pass his/her skills to others and to motivate them to put them into practice;
  • Ability to adapt various concepts and tools to the particular environment and needs of the relevant National Society.
