Deputy Project Leader / Project Manager
Enhanced Coastal Fisheries (ECOFISH), WorldFish Bangladesh
Key Responsibilities: Enhanced Coastal Fisheries (ECOFISH), WorldFish Bangladesh
The key objective of the ECOFISH project is to improve the resilience of estuarine ecosystem and livelihoods of communities reliant on the Hilsa fishery.
As the ECOFISH Deputy Project Leader/ Project Manager, you’ll help to oversee a significant and challenging program of work in Bangladesh. With the Project Leader, you will be responsible for the implementation of all of the ECOFISH project activities and will facilitate and streamline processes needed to achieve the results and to report to the donor - USAID. Under the leadership of the Project Leader, s/he will provide guidance, coordination, and technical support to the WorldFish staff working on the ECOFISH project, including external partners, and will manage and oversee multiple sub-awards and contractors.
Under the direct supervision of Project Leader ECOFISH project and Country Director, WorldFish, Bangladesh & South Asia Office, you will be required to accomplish the following tasks:
- Support the Project Leader in managing all project activities and evaluate its performance
- Generate the conditions and enable the processes leading to high-quality results, including technical and financial reporting and sub-award/contracts management
- Coordinate all WorldFish partners and generate synergies between various project components and teams
- Provide guidance & support to the WorldFish team
- Coordinate and monitor the compliance of sub-contracts
- Generate the conditions and processes to comply with donors and WorldFish’s policies
- Conduct the processes of annual planning and quarterly/annually reporting at a national level
- Convene, conduct and follow-up WorldFish’s Technical Support Committee meetings
- Coordinate with other WorldFish Directors to achieve successful results
- Convene periodic operational meetings with WorldFish’s IR Leads and implementing team to coordinate and oversee the annual work plan and financial implementation and reporting
- Insure full compliance of the environmental requirements for the project
- Assist in analyzing and interpreting technical and geographic information, data and indicators from the field to improve project performance
- Represent WorldFish when needed vis-a-vis USAID, partners, government, private sector, and other actors
- Assist the Project to work with other USAID and WorldFish projects to help ensure proper coordination and synergies at the field level
- Other duties as assigned.
- In line with Project Manager, you will manage approximate 30 staff in 8 projects
- The role holder carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws
- Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- A Ph.D. in Fishery Science/ Aquaculture/ NRM/ Sociology/ MBA
- At least 7 years’ experience in large scale donor funded project management environments
- Extensive experience of program / project management with a proven track record of timely submission of high quality project deliverables
- Experience in participatory planning and development techniques and livelihoods approaches in support of natural resources management or community development projects
- Excellent planning and organizational skills with an ability to handle conflicting priorities against a backdrop of hard deadlines
- The ability to write and present clear, concise and convincing reports and strategies
- Excellent communications and technical skills, fluent in both spoken and written English with excellent presentation skills
- Strong in essential computer/software packages e.g. Microsoft
- A self-starter, innovative attitude able to apply initiative problem solving techniques to new, challenging situations and an ability to prioritise. Effective self-management and motivation.
- Strong analytical skills with demonstrable evidence of turning management information into a program of continual improvement
- Experience in the use of project management resource tools such as MS project, risk management and benefits management
- Willingness to travel domestically on a regular basis, and occasionally internationally
