Project Summary
Through the current phase of the Bill & Melinda
Gates Foundation-funded Strengthening the Dairy Value Chain (SDVC)
Project Phase II, CARE has been working toward sustainable solutions to
overcome the major challenges to smallholder participation in the
dairy sector market, particularly women, in North and Northwestern
Bangladesh.
- CARE identified increasing access to quality inputs
and animal management practices, increasing access to markets,
organizing and educating farmer groups, improving milk collector’s
business options and markets, and influencing dairy sector policies as
the key leverage points needed to make the value chain work for the
benefit of rural smallholder low-income producers.
- SDVC targeted private sector companies and worked
with them to pursue inclusive business models that both strengthened the
value chain; and better and more equitably integrated poor producers
in their supply and distribution chains.
- SDVC’s major interventions addressed the most
critical short-medium term constraints to unlock smallholder dairy
productivity and profitability— specifically, access to affordable
quality feed and veterinary drugs, better animal health and management
at household level, improved access to livestock health services,
establishing small-holder dairy farmers into producer groups, and
increasing the efficiency and transparency of milk collection.
The project has made an impressive contribution to
producer access to diverse and competitive community-level service
provision across input supplies and collection, while upgrading local
level businesses and creating opportunities for women in more
advantageous roles.
Position Title, Location & Contract Duration
Project Manager – Gender and Training (01 position) for Strengthening the Dairy Value Chain Project Phase II
Location: Based at CARE Bogra Field Office.
The duration of the proposed contract is up to December, 2015.
| I. Job Summary: |
The Strengthening
Dairy Value Chain Project of CARE Bangladesh aims to empower small
and medium holding dairy producers, especially women to participate
in and benefit from dairy sector growth in Bangladesh. The success of
vision will be achieved through strengthening dairy value chain and
improving their access to dignified employment, markets for their
products and information services for their economic activities, and
technical assistance for their entrepreneurial initiatives.
The Project Manager-Gender & Training is
overall responsible for gender equality and empowerment of women
through mainstreaming gender issues at all phases of the project
cycle (activity planning, implementation, monitoring and evaluation)
as well as capacity building of the staff and project monitoring. S/he
will undertake and operationalize gender mainstreaming and capacity
building strategies, develop gender inclusive monitoring framework
and support to effective functioning of monitoring mechanism. |
| II. Responsibilities and Tasks: |
| Responsibility # 1: Mainstream gender in project planning, implementation and monitoring stages |

- Develop gender mainstreaming yearly action
plan encompassing all components of the project including
administration, logistic and finance
- Ensure Gender Mainstreaming Framework for the project in place with required revision
- Develop gender awareness tools and
implementation guidelines as per project requirement and orient field
staff on the implementation
- Consider practical gender need ( PGN) and strategic gender need ( SGN) during project planning, implementation and monitoring
- Establish and ensure sex disaggregated data base for the project
- Identify opportunities and bottlenecks in
mainstreaming gender in the entire project and recommend effective
strategy and support management to resolve them
- Undertake and suggest affirmative actions for gender equality and women’s empowerment
- Ensure gender inclusive resource and financial allocation in all project activities
- Coach, mentor and support all project staff
including the senior management of the project to develop their specific
plan and implement those activities
- Oversee implementation of the GPOG action plan and provide inputs as necessary.
- Develop different tools and strategy to explore project impact on women empowerment components
- Promote gender responsiveness among all staff to
make them accountable to support women’s empowerment and gender
equality process

- Develop capacity building strategies and plan for the staff and participants of the project
- Document key learning from different operations
and changes in the project strategy to incorporate required topic and
make necessary changes in capacity building modules.
- Assess training needs of project participants and staff
- Develop and regularly review training modules to facilitate achieving of project outcome
- Ensure all training modules are fully considered the needs and abilities of ultra poor farmers and women.
- Update and facilitate gender and poverty focused training for staffs and oversee their implementation in the field.
- Enhance lesson learned from different project/
department and incorporate best learning for project compatibility and
ensure dissemination of all gender related information, report and
learning to other projects within CARE-B and other stakeholders.
- Work with key Managers to ensure that new training issues, methods and objectives are incorporated as necessary
- Work with teams to ensure maximum learning of staff and project participants
- Monitor and evaluate the quality of the training considering baseline, objectives and expectations of concerns
- Practice and disseminate core values of the mission in all aspects of work
- Orient all project staff on gender policy, GPOG,
women empowerment plan and staffs responsibility to implement the
gender specially women empowerment initiatives/action plan
- Arrange periodic review session on gender and
women empowerment progress and follow-up of GPOG and provide right
direction with the assistance of GU if requires

# 3: Ensure gender inclusive monitoring system is in place and
continuous monitoring of the project based on gender |

- Develop gender inclusive monitoring framework for the project in consultation with project staff, GED unit and PQ unit
- Work closely with M&E team to develop and review M&E tools with gender lens
- Ensure continuous monitoring of the project with gender perspective
- Based on the monitoring undertake actions to bridge the gap between desired outcome and actual women’s empowerment status
- Prepare periodic progress and monitoring report as per project requirement with the assistance of M&E personnel

- Disseminate key messages of Gender policy and Zero Tolerance Policy among the project staff
- Promote GED sensitive behavior among project staff

# 5: Establish linkages and coordinate internal (inside CARE
Bangladesh) and external gender initiatives |

- Maintain close coordination and communication
with Gender Equity & Diversity Unit, GFP and others that link the
Project with concerned
- Participate and contributes in FOMT
and ROMT as the gender focal person as well as ensure gender as a
regular agenda in the FOMT/Staff meeting (discuss on staff attitude,
behavior and programming issues from gender perspective).
- Aware and support staff, beneficiaries and
stakeholders regarding gender issues and other entitlement in the
project as well as in the organization
- Participate in mission/program level initiatives
like LRSP revision, Disaster response, strategy development etc. and
contribute effectively as GFP of the project
- Network with women’s movement at local and
regional level and actively engage with regional and local level gender
related initiatives such as observation of International Women’s
Day, other days and policy/lobbying on gender equality and women’s
empowerment issues
- Represent project initiative on women
empowerment to internal and external audience and review strategy
based on their feedbacks.

| III. Reporting: |
| The Project Manager (Gender and Training) will report to the Team Leader SDVC project |
| IV. Working Condition: |
| Based at Bogra, with
approximate 70% of his/her time to be spent in gender equity, women
empowerment and training related activities in field involving
regular travel, while the remaining 30% will be used with desk work,
reporting and other important activities as assigned by Coordinator-
Agriculture and Value Chain based on requirements of the program and
Mission. |
| V. Qualification: |
| MA in Social Science, women and gender studies, or in any disciplines if accompanied by excellent experience. |
| VI. Core Competencies: |
- 5 years proven knowledge/experience in gender
and women empowerment and rural agribusiness, livestock & market
development related project
- Sound planning and analytical skill
- In depth knowledge on application of gender and diversity issues especially in business
- Proficiency in computer skills especially MS Word, MS Excel, MS PowerPoint and e-mail software
- Relevant training and facilitation skill
- Good command over written and spoken English and Bangla
- Excellent interpersonal communication skills and ability to work in a team
- Commitment to work with rural poor men and women
- Willing to travel to different regions frequently

looking for a Project Manager – Gender and Training who
will play a key role in the leadership of the Strengthening the Dairy
Value Chain Project Phase II whilst at the same time building a
learning culture that promotes knowledge sharing across CARE and
excellence.
Compensation
Monthly gross salary is Taka 73,000 plus other admissible benefits as per policy.
