Project Summary:
Building Resilience of the Urban Poor (BRUP) project funded by C&A foundation will be implemented in Gazipur City Corporation (GCC) from November 2014 to October 2017. The overall goal of the project is to enhance resilience of targeted urban communities and institutions to prepare for, mitigate, respond to and recover from shocks and stresses. The project will work with 6 vulnerable communities residing in 2 wards of GCC. Some of the key interventioOns include formation and capacity building of community platform, women groups and children on different issues; formation and capacity building of Disaster Volunteers; risk assessment and risk reduction action plan; strengthening disaster management committees; mock drill/simulation; forum theater; capacity building of Fire Service and Civil Defense (FSCD); livelihood training and support; research and advocacy on emerging issues etc
Position Title, Location & Contract Duration:
Senior Technical Manager - Knowledge Management and Learning for Building Resilience of Urban Poor (BRUP) Project (01 Position, based in Gazipur)
The duration of the proposed contract is up to October, 2017.
I.             Job Summary:  
Senior Technical Manager – Knowledge Management and Learning is part of the BRUP project management team. S/he is overall responsible to produce high quality, reliable, and efficient information systems tailored to the needs of different levels of management and operational staff. S/he will promote/capture the BRUP knowledge, impact, develop M&E tools, develop video / printing materials, engage with progress monitoring and reporting.  He/she will maintain vibrant relations with CBHQ, national/international development agencies, Gazipur City Corporation, Fire Service and Civil Defense etc.
II.           Responsibilities and Tasks:  
Responsibility # 1: Develop M&E Framework and Implementation 30%
  • Provide strategic suggestion to the team leader setting an effective action plan to carry forward M&E system.
  • He/she will develop an M&E framework with the active support from team leader and peers.
  • Develop ToR for Baseline, Final evaluation, External facilitators and Researcher(s) and will be the focal for these interventions to carry forward. 
  • Design a “learning” system for both CARE and PNGO staff and beneficiaries, and to develop learning systems that can be used in other projects to promote best learning.
  • Produce regular reports, documentation and analysis for raising cross-learning and sharing within the program, donor, institutions and the GoB
  • Tracking of quantitative progress of the project activities. 
  • He/she will be the focal person to develop M&E tools to collect data from the field and will engage with data analysis.
  • Under the supervision of the team leader he will be coordinating to set advocacy issues and prepare the papers for the workshop.
Responsibility #2: Develop Communication, Coordination with Team and other Stakeholders 25%
  • Manage the production of high quality “publishable” material on a regular basis.
  • Coordination of developing BCC, IEC materials publication and distribution.
  • Support to arrange day observations and attend donor and CARE high official visits. 
  • Organize events inviting donors, GoB counterparts, NGOs, other civil society, and private sector for information interchange sessions.
Responsibility # 3: Progress and Impact Monitoring 25%
  • Follow carefully all C&A foundation and CARE requirements in the implementation of the M&E system and proper documentation.
  • Track the progress and visualize impacts on the way to build disaster resilient community.
  • Compilations of partner reports and give necessary feedback.
  • Monitoring of quality and quantity of structural establishment in the community. 
  • Verify the changes in community people and rate the impact with project specific goal.
  • Record the changes of socio economic condition of the impact population.
  • Submit field visit report with necessary documentation.
Responsibility # 4: Staff Management and Staff Capacity Development of Project Staffs 20%
  • Will be engaged with staff recruitment of communications officer and M&E.
  • Manage staff performance and ensure staff development plan.
  • He/she will be responsible to train CARE project staffs and partner staffs on M&E plan and field approach.
  • Provide Guideline to supervisees to carry out M&E related field operation and data collection and analysis.
  • He/she will be responsible to make clear understanding on knowledge management and information management system.    
  • Produce training need assessment and arrange training for project staff on M&E and KM.
III.          Reporting:
Senior Technical Manager will report to Team Leader of this project.
IV.          Working Condition:
This position is based at Gazipur, with approximately 40% field travel.
V. Qualifications:
  • Masters Degree in Statistics, Social Science or related discipline.
  • 5-7 years professional experience at a position in Knowledge Management and Learning & M&E.
  • Strong understanding of gender and women’s empowerment.
  • Demonstrated strong people management skills.
VI.          Core Competencies:
  • Demonstrable experience of publishing high quality reports and articles.
  • Excellent team player and building relationships.
  • Excellent verbal and written communication skills in English and Bengali.
  • Good knowledge of computer software packages for data recording and analysis.

CARE is looking for Senior Technical Manager - Knowledge Management and Learning who will play a key role in the Building Resilience of Urban Poor (BRUP) Project. At the same time building a learning culture that promotes knowledge sharing across CARE and excellence. 
Compensation
Monthly gross salary is Taka 86,185 plus other admissible benefits as per CARE policy.
